Basic cable and the wire in question is outside. Goes from apt to small cable box that houses cable for 8 apts. i found the cable for my apt, unscrewed it and went off. Screwed back in still fuzzy and static.jiggled wire and no changes.(cable in other apt's are fine)

  1. Yes.The connector at the pole or the box goes bad from moister.

  2. Yes, it is possible.  Maybe there is dampness within the cable.  How far is this junction box to your apartment?  You could connect a female to female connector and run your own cable from the junction box to your apartment and see if that clears it up or at least verify that it is either upstream or downstream from the junction box.  Actually, the Apt. Manager should be notified and get the cable people out to check this out.  Isn't that his responsibility?
