  1. Yes - a DVD burnt on a computer will be either PAL or NTSC depending on which country it is for use in.

    A burnt DVD does not have any regional encoding though - so as long as the TV system is the same then the DVD should play in any country in the world - for instance a PAL DVD made in the UK sould also play on a player in Australia (which also uses PAL)
