  1. It's like the wind factor that you hear about on the weather every morning. It may accutaly be 70d. but it may feel like 66d. because the extra wind movement causes more sweat to evaporate from your skin. And when water evaporates from your skin it makes YOU cooler. so no turning on a fan doesn't cool down the room it makes the room feel cooler by cooling YOU down.


  2. The answer is a definite "maybe".  Usually, a fan cools you by evaporating sweat faster. However, if the fan is in a window and the outside temperature is cooler than the inside temperature, the fan will bring in colder air and cool the room. With the temperature warmer outside, the fan would warm the room.

  3. It doesn't actually cool the temperature of the room.  You feel cooler because the fan is blowing on you, replacing the air your skin has heated with room temperature air.  It also dries the sweat from you, the change of state of the sweat to vapor, thereby absorbing heat and cooling you.

    Basically, moving air causes more sweat to evaporate from your skin, which cools it.
