  8. If you are referring to commercial fishermen, then the answer is yes plus fees to the authority controlling the waters they fish in. I am sure it varies from place to place.

    If you are talking about people who go fishing, not commercially then the answer is you have to buy a fishing license and are limited to how many of each species you can catch and have in your possession each day.

  12. There's no such thing as a fish tax (at least not for us rod-and-reel type anglers), and it would be a logistical nightmare for the government to try to enforce such a thing. The only "tax", if you can call it that, is the fee you have to pay the state for your fishing license. There aren't nearly enough park rangers around to watch fishermen to keep an eye on how much they catch and make records of it, and if you're going to rely exclusively on people paying their taxes solely out of honesty and the kindness of their hearts, you can be reasonably sure most folks are going to say "nope, didn't catch anything". A law that cannot be enforced, is no law at all.
