No.  The observed sustainable output of a typical horse was measured as 22,000 ft-lbs per minute.  Watt then added 50% to that to represent the most he imagined a horse could generate for a short period of time, so the standard horsepower was defined as 33,000 ft-lbs per minute, or about 746 Watts.

    A horse can very briefly generate way more than one horsepower - they can crank up to as much as ten hp, but a rest break is required afterward.  A man can generate over a horsepower briefly, but again, a rest break is required afterward.

    Don't forget, too, there are lots of different breeds of horses.  Your sturdy but light Morgans might do a little less, while a strapping big Belgian would lean in the traces and just drag the measuring equipment away.
