  1. Yes and no.  A typical cell will have 23 pairs (46 chromosomes).  Red blood cells have none since they no longer have a nucleus.  Liver cells occasionally have 172 (4N) or 344 (8N) since they double their chromosomes but don't always divide (endopolyploidy).
