The only game where the A-5 straight is 2nd highest is in Pai Gow Poker. Any other poker game, the Ace counts as the lowest card.

yes, I know your probably think the 5 high wins because of the Ace, but the Ace is acting as a low card.

Usually, unless you have a house rule that the wheel is the 2nd highest straight after the a-10, thus 2-6 is the lowest straight.
