  1. Sure. It is the jockeys job to make sure the horse is focused and on his toes for a good break from the gate.

Of course they do!  One of the jockey's responsibilities is to help the horse get out of the gate in stride and in the position the jock wants.  A jock on a frontrunner will try to key the horse up and make sure he's paying attention so that when the gates crack the horse is ready to go.  A jock who doesn't want to be on the lead will try to keep his/her mount calm in the gate.  A jock is also instrumental in helping correct the horse if it encounters trouble (either falls or makes contact with another runner) leaving the gate.
