  2. The answer to your question is yes and as bill pointed out, the whole crew will be tested. The reason for this is because as far as the Coast Guard is concerned  everybody (crew) on board shares the responsibility to avoid a "risk of collision"  If you look through the USCG site you can find out about this and the time frame in which this must be done.

Yes, The whole crew gets p**s tested and breath tested for alcohol even if it is not his fault, By Coast guard standards, if you are in an accident on the water, like, a collision, you are both at fault because you didn't avoid the accident. Sounds stupid doesn't it. It's the truth, I've seen it happen. Usually, one Captain gets his license revoked will the other gets his suspended for a few months.

  6. any more you if your operating a boat lic or not they check for drugs and alcohol just as if you were driving a car
