no, its the other way around--testosterone increases sexual arousal; those with a decrease producion of the male hormone tend to have limited male charateristics--pubic hair, facial hair, body hair, muscle developement, thick skin, loger or thicker p***s, deep voice, and sadly, problems with their erections.  If this is happening to any male he should get tested--hormones.
