Does a minister have to be licensed to marry someone?

  4. In my jurisdiction, yes.  

    The churches inform the government when they ordain someone, and a license to marry is issued automatically.

    If you don't want a minister (or if, for example, you wanted a student minister to marry you), you would have to see a judge / justice of the peace who was authorized to perform marriages (usually arranged through city halls, here).

  5. yes. you won't be legally married otherwise. You can't just get any joe blow to marry you guys.
