  1. No.  The rules and regulations of the Roman Catholic Chuch have nothing to do with secular civil and criminal law.

There is no such thing as an ABA test.  Each state licenses lawyers and each state has an examination for those who wish to practice law in the courts of that state.  Canon law is regulated by the church, not the states.  As a person who practices only canon law does not give general legal advice and does not appear in state courts, the state has no interest in such a person.  That being said, most people involved in canon law are also licensed lawyer in a state.
