Most likely they don't live on their route so one of their peers deliver to their house.

Yeah, but he's never in, so whenever he gets a parcel, he has to leave a little card for himself saying that it's at the sorting office because no one was home.  It's a right pain for them apparently.

I don't know. Maybe. My postman doesn't ever seem to deliver my mail, so he must be doing something I guess.

I would guess no.  It would be the responsibility of the mailman assigned to the first mailman's address.
