No, it's just a toy. You can get one just like it from Zap! Motors for about 1/10 the price, but it's still just a toy.

In some instances it does but, not when it comes to steps or in certain buildings.

No.  It is only an extravagant toy.

You cannot ride one into a building, into an elevator, and down to the last cubical and your desk.

They have a limited range.  When the battery is discharged, you will again be walking... dragging the toy behind you.
