  2. That depends on the nature of the deal.  As long as they aren't making agreements that are in the jurisdiction of the Feds, then I would say they do.  

    For example Gov Perry (TX) has met with President Fox (Mexico) to discuss issues that mutually affect Texas and Mexico.  Gov Palin has met with Canadian officials to do the same.

    But they can't do something, like authorize foreign troops, get around international trade agreements, etc.

  5. Unfortunately, no. If they did, then the illegal Cubans who own Florida and the illegal Mexicans who own California, Arizona, NMexico and parts of Texas would NOT be able to enter in the first place.

    The governor has the power to call out the National Guard in emergencies like weather and prison uprisings within the state border. They cannot take international actions.

    The Federal Government has forbidden all border patrol agents to fire weapons against Mexicans entering. They cannot fire on a soverign nation.

  8. Yes and no. California can't just invade Mexico. But if Mexico invaded California, please believe they would fight back without waiting for Federal approval.

  9. Depends on the context.  If you mean make binding treaties, etc. no.  However, state governments often negotiate trade agreements and contracts with foreign governments. Aslong as such dealings are in accordance with federal laws and treaties, they're free to do as they please.

    For example, a state could not make a separate treaty with China regarding trade--that requires the authority of the federal agencies (State Dept., etc.).  However, the governor of a state could negotiate a trade agreement with China independent of Washington, as long as it conforms to any existing treaty requirements.

    Some areas are entirely outside the authority of individual states. Under no circumstances could a state send troops to a foreign country on their own, or actually negotiate any kind of a treaty.

    difficult subject, but the simple view is that only the president can conduct foreign policy and only the Congress can approve treaties....it's hard to prove something that isn't on the books...it is only absent...but the states cannot.....she could send a delegation on trade, but it would have no legal basis

    The United States Constitution preserves the notion that the country is a federation of sovereign states, and that powers not specifically granted to the federal government are retained by the states - states are therefore not merely provinces or subdivisions of federal administration. State governments in the U.S. are therefore relatively powerful; each state has its own independent criminal and civil law codes, and each state manages its internal government.

    Can they sign treaties and declar war.....no.  But "border" governors must routinely deal with Canada and Mexico on all sorts of issues.

    In fact, the governor of Alaska also has dealings with Russia over matters concerning the Bering Straits, shipping, fishing and the environment.

    ....so it's definitely more than say, a junior senator, would "deal with"...

    The Texas governor deals with Mexico all the time
