    Hyvee where i live hire 14yrs olds to sack groceries.

It depends on what the job will entail....as previously stated individuals under the age of 17 can't work past a certain time other things determine the starting age....for instance here in Illinois a person under 18 can't work alone somewhere in which cigarettes or lottery tickets are sold and they must be over 21 to sell liquor....most places like this (gas stations, convenience stores, etc) usually have managers that will hire to fill needs, like when I worked retail management (7-eleven, Bp, etc) I would hire a 16 year old only to work during daytime hours to stock and clean but that was usually it, they were rarely put on the register that way mistakes can't be made.

    For example, a video store may only allow 18+ because they're open til midnight.  Where I live according to the law 17 and under can't work past 10pm, so they can't perform the job duties asked of them.
