  1. no as there is no need to unless you added on with a permit

  3. Your measurements are on building permits.  A check inside would show if the property was in good shape or deteriorated.  If I was the assessor and you didn't want me to see what was inside (your hydroponic marijuana farm maybe) I would assume it was in tip top shape and assess accordingly.
