Yes.  Am track goes from California right up to Vancouver.  You can catch the train in Seattle and it will take you up over the border to downtown Vancouver.

I dont think so.  I think you can take a train to Seattle and then you have to take a bus from Seattle to Vancouver, BC.  There isnt a train that crosses the border.  Hope this helps.

You can book Amtrak.  It use to go the whole trip, but now it goes most of the way through Washington State (as far as Bellingham), then you bus across the border.
