  1. Assuming that:

    1)  The child is a US citizen

    2)  The child will be accompanied by both parents (or in case only one parent will accompany the child, the accompanying parent has a signed & notarized letter of consent from the non-accompanying parent)

    3)  The accompanying parents (or parent, as the case may be) have the child's CERTIFIED birth certificate and ALSO have their own certified birth certificates, naturalization certificates or passports (if traveling with birth certificates or naturalization certificates, the parents will also have to have a driver's license or state-issued ID card with them)

    ...then no, a passport for OVERLAND travel is not required.  The law requiring a passport in this instance isn't currently due to take effect until June of 2009 (it keeps getting pushed back by the powers that be).

    PS  If you ever fly with the child across ANY international border (even to Mexico or Canada) then a passport WILL be required (no exceptions).

    PPS  Note that a "certified birth certificate" and an "original" or "hospital birth certificate" are NOT the same thing.  The "hospital birth certificate" (sometimes called the "original" depending on whom you ask) is solely commemorative and has no legal standing.  A "certified birth certificate" must be obtained through a government entity such as the local Public Health Office, or the city, county or state Department of Vital Records or Vital Statistics (the issuing office varies from place to place).


  2. Yes....since she/he will likely have no other form of photo identification.  Currently, for those *not* travelling by air, a birth certificate & a driver's lisence is acceptable.

    However, as of June 1, 2009, all travelers will need a passport or passport card.

  3. Yes, everyone needs a passport.

    If you're going to Mexico by air, the child will need a passport.  However, if you're driving, all you need is proof of the baby's citizenship (i.e. birth certificate).
