Does a verbal agreement stand up in court?

If I spoke with a debt company and their informed me that they could help me settle all my debts wich totals £3500 by making a monthly payment of a £100 a week for some years, which will stop me from being prossecuted by the companies I am owing  debts to. However after some years my payments will total £8000 and they stated before we could proceed they will send me form with the terms and condition of our agreement to sign before any payments could be taken out of my account. When recieving the form I did not sign it due to the ridiculous amount of the total repayment. Can this debt company then take money out of my account based this conversation alone?
