  1. Yes it does. Here is the simple skinny: You fill your tire up to 33 psi. You bounce it and it comes up so high. Now, you raise the surrounding air pressure and it puts more pressure around the tire, causing it to rebound less. Why? The difference in the air pressure inside the tire compared to the air pressure outside the tire is less, resulting in less energy being exchanged at the impact of the tire and the ground. Hence, your tire rebounds less.
