Does all 1st AC has 2-berth and 4-berth as Mandatory in Indian railway?

please be clear in question. A first A.C class is just like the two tier A.C only but only thing is doors are present in each cabin. In 3 tier the seat can be back folded into three horizontal beds but in two tier and first ac seat is folded forming only 2 beds
