Does all matter that gets pulled into a black hole come out of another black hole elsewhere in the universe?

I heard Stephen Hawking say this in a discussion with Carl Sagan and Arthur C. Clarke. What is the current scientific consensus on this and is there any evidence to support or suggest it?
