Does an Indian with five years visa to stay in the Uk need a visa to go to Ireland as a tourist?

I've got a friend who is an Indian national and he resides in the UK as he's got a five year visa that allows him to work and live in Uk, he's got two years remaining on his visa. He would like to visit Ireland ( Galway ) for a few days holidays, does he need a tourist visa?

  1. His visa is for the UK only. Ireland is a separate country. He wouldn't be allowed into Ireland on visa. But if he had a British passport that a different story.
