Does an in area cell phone charge long distance from out of area?

Question

If someone calls me and we both have the same area code but I'm out of state, and therefore I'm in an area that would be long distance, would they be charged long distance since I'm technically the same area code yet not in that area?

no....its don't work like that! but if your using your cellphone and your out of State, then yes...its free!!
