One of my employees said according to OSHA regulations he had to have another person hold the ladder to change a exterior light bulb

  2. If it's an extension ladder yes regardless of OSHA's rules you should always have someone hold the ladder. If it's a small single less than 6' A-frame latter it's not necessary unless the ground is unlevel.

  3. Forget OSHA....it's the safe way to do things - period. Don't be so cheap and do things the safe way, whether it's government mandated or not.

  4. There is no such regulation. There are plenty of rules for setting up a ladder properly, pegging the bottom and tyeing off the top, but nothing about a person holding it. In fact that would be more dangerous, because someone could get something dropped on their head that way.
