Does any body know of an animal that lives either in China or Africa?

Does any body know of an animal that lives either in China or Africa that lives in water and resembles an elephant but it is tiny and can fit in the palm of your hands. This animal even has tusks like an elephant. I have seen this on the discovery channel once but can never remeber the name of this animal.
