Does any one ever experienced a delay in getting a TD visa for TN dependents?

I have been receiving my TD visa since 2005 and never had any problems its always issued either the same day or the next day...but this time the US embassy told me to wait for 2 weeks and its been almost 3 weeks and I haven't heard anything from them even after writing 2 follow up emails but no update besides my case is still pending and they are waiting for approval .. my question is, is it normal or only happening with me ? or if anyone even experienced a delay like me then how long ? your reply will be highly appriciated.

If the TN visa is already issued without any problems, and the dependent relationship is clearly documented, there should not be a delay at all, as long as the dependent is otherwise properly qualified.
