Many small, Asian restaurants pay their help with cash.  Illegal yes, but they are often hiring illegal aliens anyway and sometimes the owners of the restaurant are illegal aliens also, which is why they pay with cash.

Most likely, no. Paying cash to it's workers or "paying under the table" is illegal.
