project blue beam is a recent project that is trying to develop satellite turrets that can orbit earth and basically rain biological weapons on any country at a moments notice. currently, there have been 12 different turrets designed, but only three are in production. they are planning on launching in 2012.

NASA does not have a project named "Blue Beam".  And what I've encountered in a short Google search shows me the folklore about it is hocus pocus.

HARRP was an atmospheric experiment that the conspiracy theorists got hold of and worried themselves into a frenzy about "doomsday devices".  It took so much energy to make even small atmospheric discharges in the midst of an already active aurora that using the equipment for any kind of weapon is a preposterous suggestion.
