OK, I'm a pagan/witch (yeah spells and all that..) but it seems to me you've watched too much H20-Just add water. I doubt anyone could develop or find a spell powerful enough to transform the whole anatomy to live and breath underwater. If there was a spell, I would think it would be to the traditional mermaid, the ones that lure sailors onto rocks with magic making them look like beautiful women. The mermaids' true form is ugly, evil, and vicious in old mythology. It's just today's society, culture and films that have made them all beautiful and friendly. This will sound silly coming from someone who believes in magic, spells, curses and the occult, but I guess you need to think again, stop watching H20-just add water, and grow up. It's not going to happen, and haven't you seen the hundreds of other girls on Y!A mythology/folklore section asking this question??
