In Windows:

1. Click the Num Lock key so that the Num Lock light is lit up.

2. Go to Start --> All Programs --> Accessories --> System Tools --> Character Map

3. Scroll to the letter you want in the window that comes up.

4. Click it once

Its a font, find a russian english font.

they mixed capitol letters with these kind of letters

ø¬åßç®ØÇ  which you can make holding [shift]+[option/alt]+[a key] or [return]+[option/alt]+[a key]
