There is always the beach ... and you may also be able to do it in a city park since your wedding is so small.  It's too bad you don't live in Washington State ... when my husband and I wanted to have a nice wedding, we just took a state ferry ... the 'total cost' was our ferry tickets and those of the minister and his wife, and we would have paid for our matron of honor and her husband and the best man, but they both insisted it was their 'gift' to us ... our reception (a catered one!) cost us all of $50 ... the caterer was a chef friend of my husband, and at least part of the food was stuff we had in our pantry.  You can make a huge bunch of polenta with five pounds of corn meal, and tiny bits of other foods, and he borrowed the serving ware from his work ... have fun, and be assured that this 'low cost' wedding is YOURS and will be more memorable because it will be more about you, and not about spending tons of money.  Good luck finding the right place, and be very happy in your new life with your 'one and only one.'

There is a good spot in between ventura and santa barbara right off the 101... if you go north on the 101 from ventura and exit "Seaward" I believe you follow a road and go under the freeway and when you come out there is room to park enough cars, and it is a very private beach right there... its hard to explain... you just have to discover it... might not help but I tried... its the exit you take for Denny's in northern Ventura if you're driving south on the 101, then you drive a long road back north to the beach, its not an official entrance to but the rock are pretty conveniently place, the bride and groom could be shoeless, heels are not recommended...
