Here is a site with lots of international travel programs for teens. You can search by country and the type of program you're interested in (volunteer, study, eco/adventure, that type of thing) ... Have fun!

One way is called hostelling. You can get rooms just about anywhere very cheap (under $10). Young people pack a backpack and set out and see places. Hostels usually rent rooms or beds in big apartment buildings in big cities, but sometimes it's just a room in a house. You may share a room with another person. You can use the kitchen instead of eating out and stuff. Try Hostelling International.
