Win all of the pokemon contests. Feeding your pokemon pokeblocks or giving it a colored scarf helps raise its contest appeal, and will help you win, seeing as that's 75% of the final contest. Also, it depends on which contest you win. The cute contest gives a pink frame, cool is red, beauty is blue, smart is green ect, ect. You can only have one of each contest category in the museam, and the artist will only paint the first one that wins all four levels.

Yes.  You have to win all the pokemon contests, and not only that, win the final one decisively.  Then the painter comes up to you and says he'll paint a picture of your winning pokemon.
