You need to be in a place where there are a lot of people walking by, who don't have their own internet connection.

A tourist area (especially in a developing country) would be one, but you might already have too much competition. If you can be the first, you might make a success of it.

Bear in mind that more and more travelers and tourists can browse the internet and access their email using a mobile phone or PDA.
