Dubai has a very high proportion of expats, but they are not immigrants or foreign-born citizens, only temporary residents.  The US has the highest percentage of foreign-born citizens and immigrants. And if you add in non-immigrant residents (e.g. holders of student visas, employment passes, etc) and illegal aliens, over 20% of the population are foreign residents, immigrants, and foreign-born citizens.  If we could get an accurate count of the illegal aliens, it might be closer to 25%.
