You can only get a Blissey with Seismic Toss if you had one from a third generation game (Ruby/Sapphire/Emerald/Fire Red/Leaf Green) and have it learned from the Move Tutor in Emerald, then pass it down to Diamond/Pearl.

Also, if you want to get one, you might want one with Bold nature, or else that Blissey will DIE from simply Pursuit. Max out its Defense if possible as well.
