Normally, Telephone Department issues a CD containing telephone numbers with addresses for all the people residing in the area of particular state.

Nah unles you know the surname, and usually postcode, you cant get anything if you can there is some websites that supply this info, the link you need is in my source below, good luck

I guess you are talking about BT phone numbers:

try following site:

www.bt.com/directory-enquiries/

If you know surname & city (or post code); it will be easier for you to search phone number.
