  1. I believe that the way it works is that if your rights to the child are terminated, and therefore you have no legal obligation to care, provide or claim the child, then no, you should not have to pay child support. I'm not sure about back child support, but I'd assume since the debt was incurred before the matter, that you'd be obligated.

  2. You would still be obligated for past child support.  Future child support depends on how and why they were terminated.  It just might be that you can't see them but you still have to support them.  But in most cases, you would not be obligated for future support if your rights are terminated.

  3. Much depends on the circumstances, but in case of child abuse/neglect that is proven, a party can still be order to pay support even though the party has no right to contact the child.

  4. Actually, you can waive your rights, but you cannot wave your obligations.  You can wave any right to custody, visitation, or involvement in decisions regarding the child.  You will still, however, be obligated for any back and future child support.

The custodial parent can waive their right to support, but those agreements usually have to involve 'consideration'.  (S)He gets something in return; one large lump sum, or the equity in the home, for example.

Or, the child could be adopted by someone else, a stepfather, for example.

Other than that, you are obligated to pay for the care of the children you create.

  5. You have to pay toward the cost of the child while they were in state care and costing the state money.
