There is certainly no mosque. Dont know about Halal resturants.

Salta is an awesome, beautiful city.  I do doubt, however, that they have a halal restaurant or mosque.  To find out for sure, I would contact the tourist bureau for Salta for more information:

simply walk by the information/tourist counter...may be some of Muslim countries' embassy may lend a hand...try out!
