  1. January and February is the summer in Brazil so anyone with beach property will charge extra.  Cheap depends on what you want to put up with.  In Rio you can stay about 3 blocks form the Beach for Recreio dos Bandeirantes (one of the nicest beaches in Rio) for about R$400 per month (USD$300 per month).  But you will be renting an efficiency apartment in a favela.  It is safe cheap but might be a little too cheap, let me know.

  2. Pastor may be from the "Bola de Neve" church (church plent of surfers, skaters, hanggliders, etc), then, he may understand about surf. But, I think that the cost are cheapest in Saquarema or in the State of Santa Cantarina, where surf  is very excitant and hostels are vey cheap. As cheap it (hostels) is in Rio, by the way.

  3. Hi!

January and February in Brazil is the busy moment but you can get good informations in this site not only about good places to surf but about everything here.

    www.brazilhotel-link.com

  4. A few good places that should not be expensive:

    Saquarema

    Praia Seca

    Figueiras

Saquarema has the best waves of them, but the others are not bad and should be cheaper too.

All 3 are about 1 to 2 hours from Rio towards the north of the state.

Anywhere but Rio and São Paulo would cost a lot more to begin with due to air traveling prices which are absurd in Brazil.

Either Rio and São Paulo have international direct flights... but São Paulo sucks
