Counting from the ground, there are 347 steps to the first level, 674 steps to the second level, and 1710 steps to the small platform on the top of the tower. The public can only climb as far as the second level via the stairways. Public access to the summit is by elevator only.

When exiting the lift at the third level, 15 more steps exist to ascend to the upper observation platform. So objectively 677 from the bottom to second floor when you are looking up, and subjectively thousands and thousands when you have reached the top wheezing and gasping.

well cabal, i just looked on that same website and the second and third floors ARE open to the public. maybe you would understand better if you read it in english and not french.

The first and second levels are accessible by stairs and lifts. A ticket booth at the south tower base sells tickets to use the stairs which begin at that location. On the first platform, the stairs continue up from the east tower. The third level summit is only accessible by lift. Once you are on the first or second platform, the stairs are open for anyone to ascend or descend regardless if you have purchased a lift ticket or stair ticket.
