  1. It just means a poor person begging for money. Nothing to do with paying anything back.


  2. As the other person said, it's "Begging for alms".  

    From wiki:  Alms or almsgiving exists in a number of religions. In general, it involves giving materially to another as an act of religious virtue.  In many countries, begging is a way people earn a living and giving alms is considered a duty to many religions.  

    From the second site below:  The begging bowl, or alms bowl, is one of the simplest but most important objects in the daily lives of Buddhist monks. It is primarily a practical object, used as a bowl in which to collect alms (either money or food) from lay supporters.
