Does anybody know what "begging for arms" means. Something to do with paying back money.?

It just means a poor person begging for money. Nothing to do with paying anything back.

As the other person said, it's "Begging for alms".  

From wiki:  Alms or almsgiving exists in a number of religions. In general, it involves giving materially to another as an act of religious virtue.  In many countries, begging is a way people earn a living and giving alms is considered a duty to many religions.
