Does anybody knows the market size for fuel oil in Singapore?

I'm conducting a research on fuel oil market size in Singapore, and these fuel oil are generated from used lubricants, if we can regenerate these used lubricants into fuel oil, then we can save and recycle on natural resources! Does anybody knows what is the market price for fuel oil, after the pre-treatment of used lubricants? Do you know who buys them and what kind of industry in Singapore uses them? Thanks a million!
