A Category-1 hurricane can do a lot of damage, especially with flooding. People who didn't evacuate might have been trapped in their own homes by these floods and drowned because they couldn't get out. Not only that, but they could have been without power for days and had no access to clean water or fresh food. Also, floodwaters are full of raw sewage, oil, chemicals, trash, and bodies of dead animals. If there are downed power lines, people can be electrocuted from walking through the water. It was better that they did evacuate. It's safer and healthier to get out of an area that has been flooded.
