Does anybody remember hearing about a giant ship

that was supposed to be a whole new concept and be it's own country, but cruised constantly on water. It had its own everything, and people were supposed to buy condos on it to live permanently. I just can't think of the name of it, and wondered if it is still viable or did the idea fold?
