Does anyone ever not get excepted for people to people student ambassadors?

Yeah, those who don't have the money to pay the outrageous fees!

Yup. If they think or see during the interview that you're not a mature enough to be away, or responsible enough you probably won't be accepted. Or if what you had written in your recommendations weren't very positive, then you won't be accepted either. Sometimes they ponder whether you should be accepted or not, and call some of the people or teachers that signed your recommendations. It's not quite as easy as everyone thinks it is.

I served as a student ambassador last summer. In order to be accepted we had to complete a group interview. In my interview, there was about seven of us and they did not accept two of the students who interviewed, but the girls who were not accepted were not upbeat and when asked questions in the interview they responded with brief answers that did not show the interviewers their personality.
