I think they really are seeing people they recognize. They may not be close personal friends but if you meet someone only briefly, it's not surprising that their face might stand out in a crowd of strange faces.

Connecting to the audience is crucial… It’s good that you noticed several politicians were repeatedly using this gesture. Maybe they should change it up a bit and keep it fresh.
