There are a ton of codes at Build-A-Bear.  You have to purchase a build-a-bear to get a code.  That's the way I got a code.

So u want a toy bear then buy one in a shop. If a real bear then i cant help you...

I very much doubt that there is a code that summons bears. Also, in the United States at least, owning bears requires lengthy amounts of paperwork to be filled out.
